The Partnership institutes are academic institutions with a vast array of water and environment related educational programs and research programmes or they are dedicated research institutions. Educational programmes and courses are listed below.
The Partnership aims to improve the quality and relevance of educational programs by the following main activities and related outputs:

Relevance of programs to local context:
by systematically incorporating local context, case studies, experience and practices in the curriculum.

Delivery of mutually recognized educational programs to facilitate student mobility and accessibility:
the Partnership develops a partnership quality standard and Transfer of Credits systems to support collaboration in the delivery of joint specilisations and double degree programs.

Develop and consistently share curriculum and lecturing material:
the Partnership collaboratively develop education modules; the modules are developed in an online-learning structure for better exchange, better accessibility and multiple modalities of delivery. The modules are made suitable both for degree programs and professional training.

From 2004 onwards, the Partnership has developed 16 dedicated on-line learning programmes. The basic concept is that course modules of 3-week face-to-face teaching are re-structured and made ready for distant education, to be delivered over a period of four months.
The on-line learning modules are not only meant for distant education, but also play an increasingly important role in short courses, tailor-made training and life-long learning facilities.
For the PoWER partnership and UNESCO-IHE, the development of on-line learning is considered of strategic importance as it responds to:
i) reaching more learners in a more flexible way,
ii) cooperating and sharing between partners’ educational programs, and
iii) flexibility and individualization in post-graduate adult education and facilities for continuing education. |

The master degree programs form the main element of the educational programs of most the partners. In total, 14 partner institutes offer 37 master degree programs, with 60 specialisations, with an estimated average annual output of 1,000 degrees. The programs are accredited by the respective national governments. Many of the partners offer a PhD program. Education is strongly linked to PhD -, MSc – and project research.
Most programs follow a semester set-up, while some follow a modular approach or a mixture of both. The total duration varies from 18 to 24 months. Almost all universities allow for exchange with other universities, based on a specific transfer of credits system. Sometimes this is the case for the research part only and not for the taught part.
In the context of the Partnership, UNESCO-IHE has been piloting the development of joint (shared) master degree programs, where part of the program is delivered by a partner institute, still leading to a UNESCO-IHE degree. |

The partners are engaged in a great number and variety of professional training courses. These courses are often specific for a given situation: target group, country and context. They differ in level and mode of delivery. Because of this diversity, the Partnership program has not paid specific attention to these courses. However, the demand is high and the relevance is high as explained above. The program therefore will more systematically address the professional training, but for practical reasons do it in context of the (e-learning) modules, which de facto are part of master degree programs.
